Certificate 3 Guarantee
The Certificate 3 Guarantee is a key initiative under the Queensland Government's five year reform action plan for the vocational education and training sector - Great skills, Real opportunities. Under the Certificate 3 Guarantee, the Queensland Government will subsidise the training costs for a range of certificate level III qualifications. To be eligible for the Certificate 3 Guarantee, a student must:
- be a Queensland resident
- be aged 15 years or over, and no longer at school (with the exception of VET in Schools students)
- be an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency
- not hold a certificate III level or higher qualification (not including qualifications completed at school and foundations skills training)
- not be enrolled in another qualification (not including foundations skills training).
Please note that participants will need to understand that they will no longer be eligible for a subsidised training place under the Certificate 3 Guarantee once they complete a certificate level III qualification.

CHC30121 Certificare lll in Early Childhood Education and care
This qualification reflects the role of educators in early childhood education and care who work in regulated children’s education and care services in Australia. They support children’s wellbeing, and development in the context of an approved learning framework. Educators use a range of well-developed skills and knowledge and must apply discretion and judgment to the application of these when carrying out their work in the context of established policies and procedures. They may work independently or under the guidance of others, though in some contexts that guidance may not be on-site. Early childhood educators work in long day care centres, family day care, pre-schools or kindergartens. Under the Education and Care Services National Law (2011) the Australian Children’s Education and Care Quality Authority (ACECQA) publishes lists of approved early childhood education and care qualifications and information regarding regulatory requirements here: www.acecqa.gov.au
All persons (Employees and Volunteers) will require a Blue Card https://www.bluecard.qld.gov.au/
To achieve this qualification, the individual must have completed a total of least 160 hours of work in a regulated children’s education and care service in Australia as detailed in the Assessment Requirements of the units of competency. The total number of hours may be applied collectively across all units of competency that include the requirement for workplace hours.

CHC30221 Certificate lll in School-based Education Support
This qualification reflects the role of workers who assist teachers and support student learning in a range of classroom settings. They complete general administrative as well as operational tasks to support students with learning under the guidance of a teacher or other educational professional. Work requires use of discretion and judgement within the boundaries of established policies and procedures.
Education support workers work mainly with students in classroom settings in primary or secondary schools, as defined by State/Territory legislation. To achieve this qualification, the individual must have completed a total of least 100 hours of work in a classroom environment catering to primary or secondary school students, within at least one school in Australia as detailed in the Assessment Requirements of units of competency. The total number of hours may be applied collectively across all units of competency that include the requirement for workplace hours. No occupational licensing, certification or specific legislative requirements apply to this qualification at the time of publication. CHC33021 Certificate lll in Individual Support (Disability)
This qualification reflects the role of individuals in the community, home or residential care setting who work under supervision and delegation as a part of a multi-disciplinary team, following an individualised plan to provide person-centred support to people who may require support due to ageing, disability or some other reason. These individuals take responsibility for their own outputs within the scope of their job role and delegation.
Workers have a range of factual, technical and procedural knowledge, as well as some theoretical knowledge of the concepts and practices required to provide person-centred support.
The skills in this qualification must be applied in accordance with Commonwealth and State/Territory legislation, Australian standards and industry codes of practice.
To achieve this qualification, the candidate must have completed at least 120 hours of work as detailed in the Assessment Requirements of the units of competency. No licensing, legislative, regulatory or certification requirements apply to this qualification at the time of publication
If you are engaged—or propose to be engaged—by an NDIS service provider or state-funded service provider to undertake disability work in Queensland, you will need either:
- a National Disability Insurance Scheme (NDIS) worker screening clearance to provide NDIS supports and services, or
- a Queensland disability worker screening clearance to provide non-NDIS related disability services.
However, to work with children with disability you will also require a blue or exemption card.

HLT33021 Certificate lll in Allied Health Assistance
Are you working in an Allied Health Centre, a place that provides therapy across many areas? https://ahpa.com.au/allied-health-professions/ This course is the entry level qualification into an Allied Health career pathway.
This qualification reflects the role of a new worker wanting to become an Allied Health Assistant and gain entry to the aged care, disability and other health sectors. They may provide assistance, under the delegation and supervision of Allied Health Professionals (AHP).
Supervision may be direct, indirect or remote, according to the individual Allied Health Assistant’s scope of practice and experience.
To achieve this qualification, the candidate must have completed at least 120 hours of clinical placement as detailed in the Assessment Requirements of the units of competency.

Higher Level skills (HLS)
The Higher-Level Skills program aims to assist individuals to gain the higher-level skills required to secure employment or career advancement in a priority industry, or to transition to university to further their studies

Eligibility for a HLS training subsidy by the QLD State Govt. includes.
- be a Queensland resident

CHC50121 Diploma of Early Childhood Education and Care
Educators working in Early childhood education and care settings (Childcare centres, Daycare centres, Early learning centres)
This qualification reflects the role of educators in early childhood education and care who work in regulated children’s education and care services in Australia. Educators at this level are responsible for designing and implementing curriculum that meets the requirements of an approved learning framework and for maintaining compliance in other areas of service operations. They use specialised knowledge and analyse and apply theoretical concepts to diverse work situations. They may have responsibility for supervision of volunteers or other educators.
To achieve this qualification, the individual must have completed a total of least 280 hours of work in a regulated children’s education and care service in Australia as detailed in the Assessment Requirements of units of competency. The total number of hours may be applied collectively across all units of competency that include the requirement for workplace hours. No occupational licensing, certification or specific legislative requirements apply to this qualification at the time of publication. User Choice Traineeships / Apprenticeships
The program provides the flexibility for apprentices, trainees and their employers to select a preferred registered training organisation (RTO) from a list of pre-approved suppliers for the delivery of nationally recognised, accredited training to meet their specific needs. The program works in conjunction with the Commonwealth Australian Apprenticeships system, under which apprentices and trainees (also known in some jurisdictions as "Australian Apprentices") enter into legally binding training contracts with their employers and receive structured training to achieve a nationally recognised qualification.
To be eligible to receive a government contribution, the apprentice or trainee must:
- have entered into a Training Contract for a qualification that is funded by the department be registered on DELTA with a commencement date or recommencement date on or after 1 July 2021
- select a training provider that holds SAS status for their nominated qualification.
*(Concession) Partial exemption of tuition fees of 40% apply if the applicant falls into one of the categories below:
- Was or will be under 17 at the end of February in the year in which training commences, providing the applicant is not at school and hasn’t completed year 12. Dependent DESBT training initiatives i.e., https://desbt.qld.gov.au/training/providers/funded/freeapprenticeships
- Holds a health care card or pensioner card, or is the partner or a dependant of a person who holds a health care card or pensioner card, and named on the card
- The applicant provides an official form under Commonwealth law confirming the applicant, his or her partner or the person of whom the applicant is dependant, is entitled to concessions under a health care card.
- The applicant is an Aboriginal or Torress Strait Islander person.
Full exemption (short summary) from the student contribution fee where the participant falls into one or more of the following exemption categories:
- Payment of the student contribution fee would cause extreme financial hardship,
- Queensland Government, as represented by the departmental officer responsible for the User Choice budget, advises in writing that fees are optional.
- Where credit transfer/national recognition has been applied to a unit of competency/module
- The participant is a school-based apprentice or trainee

Concessional Participants
Concessional participants are defined as follows:
- the participant holds a health care concession card or pensioner concession card issued under Commonwealth law, or is the partner or a dependant of a person who holds a Health Care concession card or Pensioner concession card, and is named on the card; or
- the participant holds an official form under Commonwealth law confirming that the participant, his or her partner or the person of whom the person is a dependant, is entitled to concessions under a health care concession card or pensioner concession card; or
- the participant is an Aboriginal or Torres Strait Islander person
